Default Has BSNL started to throttle YouTube?

For the past 3 days, I'm noticing that YouTube videos aren't streaming properly and buffering all the time in my 2 Mbps connection. I have to lower the quality to 240p to get it streaming properly, when previously, I could easily watch at 480p without any buffering. I called up my friends who also use BSNL, and they agreed they are also having the same problem.

All other sites work fine. Speedtest.net gives download speed at 1.8-1.9 Mbps. I can download files at ~220 KBps. But when I try to download a video from youtube via youtube downloaders, I get a steady 30 KBps.

Moreover, what makes me sure BSNL is throttling youtube is that, when I connect to youtube via a VPN service, I can stream videos without buffering at 480p. Download at full speed too.

Are you also facing this problem? What can I do to resolve this?

I have not tried Youtube but I can confirm that some of my website's page loading times have gone up where I use Google's services as their servers have been giving a delayed response and it could well be related to bandwidth constraints. I cannot say for sure if all this is related.

Update: I just tried youtube and it is loading fine for me. I am on a 2mbps connection (not bsnl though) and there is no trouble with the speed.

Thank you for the reply. By bandwidth constraints, do you mean the bandwidth constraint of Google servers or BSNL servers?

Is it possible that BSNL uses a different server for communicating with youtube services, and that particular server is running slow of late.

Because, I think the last website to throttle by an ISP would be youtube. First, they'd throttle torrents. What do you think?

I meant Google's servers not bsnl. Google analytic was also playing up and their dns were also giving a delayed response temporarily.

Bsnl does not throttle anything. They never have. I cannot speak of the future but they never did that in the past.

    Thank you, Admin.

I hope BSNL never throttles streaming videos. Else their unlimited plans will be just a waste (at least for me.)

I watch youtube videos 3-4 hours every day and if they started throttling youtube bandwidth then I would have to switch to some other provider.

The problem has got resolved today, by itself! So it wasn't really a throttle. Maybe some server fault.

Thank you for all your help!
