A very general query regarding net neutrality

I am a user of BSNL broadband. Now, I know the concept of net neutrality and since this is one of the contemporaneous, concerned & debatable topics regarding internet users. As we know they (the telcos) are about to take power to shape internet traffic so that they can derive extra benefit from it. Now my only concern is whether will it only affect the mobile users or broadband users like us have to face restrictions?

I doubt that there would be any restrictions on broadband using adsl or cable. It has more to do with the mobile broadband. Smart people would never have restrictions no matter how hard an isp tries but it comes with a cost. It is the normal user that would be most vulnerable to these extra charges and restrictions.
