My best speed has been around 170Kbps..

i usually get speeds upto 240-270 kbps while using torrents and 240-250 when i am using download managers

2566kb/s=320.75KB/s which is more than 2mbps.don't rely on speedtest.net instead quote your max dl speed achieved during actually dl preferably using some dl manager like flashget.try dl something from microsoft site & see how much speed you got.use flashget with 30 simultaneous connection.i have seen people posting even greater speed than yours with bsnl using speedtest.also speedtest shows isp as NIB whose max download capacity is 2gbps.this may also be a factor as NIB is the main network of bsnl through which bsnl provide connection to every part of india.
