Hi, going by your stats and speed test, it appears that your are on 4mbps plan (Ref. Rate 3998 and 364 )
Were you on 4Mbps plan before? If so, there is a possibility they never upgraded your plan to 8mbps. or they upgraded from 2mbps to 4mbps

If you were on 8mbps, then you should get average 6.5 mbps.

I am on 10mbps plan 1495 (upgraded from 4mbps) and my Max. speed never crossed 8.5mbps
    My modem/Router stats values: Rate Kbps 9999 / 494 which is 10mbps / 0.5mbps
