    Default varying speeds of dataone

If you have seen the brouchure of Data one ,except for the unlmited packages all other are specified as 256 kbps uptp 2Mbps.
This is the only reason whiy everyone opts for BSNL since there is no speed cap on the plans except for unlimited plans.

You may be right but that is not the answer to the question asked.

The reason why we do not get the same speed is because the internet connection is shared for a group of 50 or so connections. The group of 50 or so connect to a gigabit leased circuit. BSNL assumes that no more that 40% will be concurrent from a group at the same time and thus everyone will get an assured speed of 256 kbps. The upper limit is capped to 2 mbps for limited dowload plans and 256 kbps for unlimited plans.

If all 50 connect at the same time then we will get a speed much slower than the promised. That is why TRAI came out with a norm 2 days ago stating that broadband must be promised at the minimum of 256 kbps.
