Probably its not because of the fact that you upgraded to vista, it could be due to the fact the cable cut in the medeteranean sea from a submarine. Almost everyone is getting slow speed during the past week and it would improve in the coming weeks. If it still did not improve for you, then you can worry about and find a solution for it, i guess.

    78 seeders 150 leechers & i still got 60-70KBps.
    150seeders 300leechers & i got 130KBps
both torrents same time.my total download speed ~190KBps.

tweak your uTorrent settings as much as you can & also experiment with different settings after understanding what they are.there are lots of material regarding this on web.

    Cool BSNL is BEST

Although some sites are not opening immediately due to the sea mess but still i am still getting download speeds above 225 KBps.

    Recently i downloaded corel draw cs4 (298 MB) within 15 - 20 mins.

I am wondering what will happen after 10 days.

    Smile BSNL with Torrent

Every one is talking about tweaking ur torrent client. I am using the utorrent client without any tweaks and found that the default settings are still good.

    The port is forwarded automatically.
The Download speed is above 180 KBps
The upload speed is above 30 KBps

the default settings are good if you are using torrents with good no. of seeders:leechers ratio.however for other torrents where leechers are twice the no.of seeders & even more & total peers are around 100 only then tweaking helps.

try some fedora or open office torrent.there are a lots of seeders & relatively few leechers so you should get very good speeds on such torrents.these are some such sites---
if you get good speeds on these torrents then it means your torrent settings are configured correctly & will work for all torrents having good no. of seeders & leechers.one of the most frequent problems while using torrents is port forwarding if you do not use bridge mode but pppoe(always on) mode for modem in which you are connected just by switching on the modem.since i do not use pppoe mode but many others here do so just search for port forwarding in this forum & you will get lots of material if you are using pppoe mode & getting very slow speeds for the above mentioned torrents.

So you are saying that as soon as modem is switched on, you are ready to surf, right?

    Case I
When you open IE or whatever browser you use the very first time, do you get a "Connect ..." dialog box, which has your BSNL username, password and buttons - Connect, Cancel, Properties, Help?

In this case your modem is configured as a Bridge

    Case II
No connection dialog as mentioned above. You are immediately connected to internet and your home page is displayed.

In this case your modem is configured in PPPoE mode.

In Bridge mode, there is no need for port-forwarding as all ports are automatically forwarded. In PPPoE, you need to open the ports manually. Visit PortForward.com - Free Help Setting up Your Router or Firewall for help on "How to".
