    It's a fairly easy process.

To start, we are going to find the address range of our local network.

To do so, go to Start Menu -> Run and type "CMD". Press the OK button.

On the window that will open, type ipconfig /all and press enter.

You will get something like this:

NOTE: More than one connection may appear. You should look for the one that you use to connect to your router

If DHCP enabled......: No as in the example, then you already have a static IP address within your LAN and IP address is your static IP.

Take note of the IP address, Default gateway Address and DNS Servers

Now, go to the Control Panel and select network connections. A window like the following will open:

NOTE: More than one connection may appear. You should look for the one that you use to connect to your router

Right click on the connection and select properties.
    The following window will open:

Select TCP/IP (Internet Protocol) and click on the properties button:

choose "Use the following IP Address": and fill in "IP Address" with a value that is in the same range that the IP address you noted earlier. (In this case, same range means that first 3 fields of the IP address will be the same 192.168.1.xxx and xxx will be a value between 1 and 254 and different from your gateway address)
If you use the same IP address you noted earlier, you must remove it from the DNS server address pool on your router later on.
Leave the netmask at 255.255.255.0 and set "Default gateway" to the Default gateway Address you noted earlier

Select "Use the followinh DNS Server addresses
And fill in "Preferred DNS Server: with the DNS Server address you noted earlier.

You can fill the "Alternate DNS Server:" with one of the DNS Server addresses given to you by your ISP. This is advisable but not mandatory.

Press the OK button to close the windows you opened in the process.

    And that's all.

You now have a static IP within your lan, and can go to your router to forward the ports you need to the IP address you just configured.

Don't forget to open the port in your firewall too

A small correction in the above explanation (which is essential correct and great job StarryKnight).

The following IP addresses are reserved:

192.168.1.1: For router's Ethernet LAN port
192.168.1.2: For router's USB LAN port

The IP address that you must choose is can be from 192.168.1.3 to 192.168.1.254.

p/s. The IP addresses 192.168.1.0 and 192.168.1.255 are also reserved for internal use.

By the way, i have a doubt whether do we can actually change the dynamic ip provided by the bsnl as per the instruction given above? As i know that we cannot get static ip from bsnl unless you have some very high level or costly business or home plans, kindly someone explain!

@xwhyz, This is for setting internal static IP address only. The external IP provided by BSNL will be dynamic. I believe that sweta13 has some specific requirements for which static internal IP address are desired. I usually do not recommend setting manual (static) IP addresses. Static IP are OK for servers and printers; for desktops/laptops it is not recommended (although there is no harm).

But you are also 100% right when you say that you cannot get static IP from BSNL. BSNL provides static IPs only for high-end/high-cost business plans.

You cannot hold an ipaddress once you log out as its an adsl connection and ip address is provided to you randomly each time you log in.

To get a static ip address you would need one of the business plans which does come at a price ... You can also opt for a tata indicom post paid connection with speed 384kbps or more as they provide you with a static ip address in that case.

If you dont mind sharing why you need a static address we can sure work out a solution.

    @sb21pro
This thread has been accessed more than 800 times , and @Admin has added more
information. In case a user reaches this thread by Google /Yahoo search, update info is useful.
Para two : thread starter has become inactive after one post !
Para three : Usually for Portforwarding we access portforward.com
and for the router/modem and for the application for which PF is required, they recommend "static"IP' usually in the range 192.168.1 100 to 192.168.1.xx (max 254.)
