Are keeping the modem always on? Do you have unprotected wireless at home? Have you downloaded lot of audio/video in the limited time you used?

If the answer is "NO" to all of above, you should file a complaint with BSNL. Your account is probably not port-binded (tied to your telephone) and someone is using it.

If you some how get in to webportal/usage site then confirm your plan with the one given in that.

it could be a mistake by bsnl.. it has happened to many people..especially new users.. just approach the bsnl CC .. they would probably require some letter.. i'm sure they should be able to help!!

similar thing has happened to me as i recently switched from unlimited to 500 c plan and the bsnl has sent me a bill for Rs. 2000 whereas i have not used for more than the stipulated download/upload given in that plan. I am planning to visit bsnl office soon to file a complaint and hope it will be reverted, i advice you to do the same.
