yes static ip will not change, it will be a public ip.. so you can access your pc from anywhere anytime with the same ip , it will never change..abt the DNS server mostly it will be some bsnl DNS servers which aint that good they have their downtimes etc etc, i suggest you change it to opendns servers.for always on and for a network you have to use the ppoe mode, there again after you get your connection please provide your modem model no and we should be able to guide you.
How to secure your network users from virus..well one way to totally eliminate it is linux..im a linux user so i can tell that confidently.. but i guess its not possible for enterprise organisations to use it due to lack of compatibility(say with office or whatever)..you can secure your network by installing Antivirus in all pcs and regularly updating it..also try making network shares read only .. and if necessary then make sure password protected..keep a seperate server which acts as gateway cum firewall..block all ports..block websites which contain viruses.. you can do that with a gateway..

hey glad to know u use linux...i suggest you setup the ppoe mode in the modem itself.. connecting via fedora using pppoe aint that great as they dont have support for multiple profiles etc etc.. your setup seems cool.. although i dont think you require a proxy.. any specific reason for it?and the idea of the ICS gateway too is good.. you need to build a strong server .. regarding the seimens there is nothing much needed to do in linux.. just set it to Automatic configuration under System->administration->Network

why not combine the role of the first and second server into one server. it will cut down on costs and will be more easier to administrate.Setup everything in one box itself.and are you going to use the server version?.. for the 4000 business plan as i said earlier all the settings have to be done in the modem..you should request bsnl for the static ip , there is nothing you need to do for that..nothing special as such needs to be done in the server..only ICS.. for ICS there are many ways.. there are scripts as well as firewalls with built in functionality...
are you also planning on staging servers and backup servers?i'm not sure as to how large and important your organization is..
