Default Getting New BSNL broadband connection

I have observed that BSNL broadband connection is not easy to get also a BSNL landline is required for that. However I have shifted to new location in Pune wherein I was told that existing BSNL phone is not going to work there as the BSNL exchange was being run by Franchise. I had to submit my old landline connection now I have Reliance Broadnet connection but the service is simply pathetic.

The franchise says that he will be giving me connection within 15 days which I doubt as when I personally enquired in BSNL exchange they said that i have to wait atleast 4 months. When I enquired them about the franchise they said that they have different quota!

Guys , kindly advice me whether I should go ahead with this franchise and wil it be good to migrate to BSNL broadband from Reliance????

franchise is some agent/agency appointed by BSNL is some areas of City. E.g. for Pimpale Saudagar area in Pune , BSNL has appointed an agency Ganesh Telecom as franchise. So if in that area one wants BSNL services early he has to go through Franchise.

My prob is that the franchise is taking deposit money little more than what is taken in BSNL exchange . [Must be some commission] and biggest drawback is that you have to surrender your phone and broadband equipment whenever you are moving to new location to that franchise

there as the BSNL exchange was being run by Franchise
NOT POSSIBLE. Nobody can run a private
    Telephone Exchange and give telephone
connections to public, as agent of BSNL.

Is it a ONLINE24 BSNL Broadband service ?
More info on Franchisee; No idea about "highlighted" sentence.
    Bharat Sanchar Nigam Ltd.
    # The Franchisee must have either directly or through its partner companies have the experience in distribution either through POS terminals or NET or SMS of Prepaid products either in India or abroad. In case the experience on the Partner Company is taken then a MOU must be available with them for the necessary support during the franchisee period.

    # The Franchisee or its partners shall not be a licensed Telecom Service provider in India for any of the Telecom services.

    Franchise ;
If this is the Bsnl Shoppe
Always pay by cheque, if any amount is asked
    or get a receipt..
I paid by cheque and even after 14 days
    connection was not given.

Went to Exchange and gave a new application., as CC
said that no request received by them till date.

The franchise returned the amount quietly , when I
informed that NO payment is needed for new BB connection

If you have been asked to pay higher amount by the franchisee, file an application under RTI with BSNL along with a Rs.10 postal order/DD and request for information regarding the amounts that can be charged by the franchisee from a customer and the other terms of service including whether equipment and connection has to be surrendered or not.
