bsnl portal is down for last 4-5 days so you are not alone.it sometimes open usually in after noon so just keep trying in afternoon & if you get lucky you can see the usage.at least this is what i am doing.

I am also facing same problem (Surat,Gujarat) for last 2-3 days.
I am also unable to check usage at http://bbservice.bsnl.in
local BSNL staff is of no help ?
