no!portal ID is only given to new users because they login into a new site different from old users to check usage.portal ID doesn't prevent someone to connect to broadband net from other line/phone using your account.this is called port binding & it depends on local exchange not portal ID.

This does not (and cannot) happen where port binding is in place.
so does that means i cannot acess new portal whre night wsage might be excluded
old portal lacks this feature but as i have heard it's in the new portal

port binding is done by bsnl local exchange.for getting your connection port binded contact local exchange.only they can tell if it's possible or not.

yes!port binding is a security measure taken by bsnl to protect its customers from account hacking therefore it is free.
