thats because your modem is dialing the connection.. its called ppoe
so how can i restrict it...moreover does it implies that any1 connecting to my modem thru wi-fi can also surf...
YES!
Anyone can search your wifi (i hope it has its default settings) and connect to it. If you dont want your wifi, you can disable it orelse
a) define your own SID, name it
b) hide your own SID from searching.
By this way, only those who know your SID can connect to your modem.

but how can i have a not alwys on ethernet connection...what i actually want is that everytime i connect the Ethernet i shud dial the BSNL b4 i start my surfing..
Your current configuration of your modem is in PPPOE mode, you want to change it to bridge mode.
