Default Security Deposits in the first bill for Home500C

Hi, Please help in clarifying my first bill.

I got a bill for around 3147 Rs. for Home 500C ( I got the phone connection along with this). I have opted for outright purchase, but BSNL billed it as monthly rental.

Misc charges: Broadband 500 Combo
From 17/05/2008 to 31/05/2008 : Rs. 241.94
Dataone Modem : Rs. 29.03

Debit Adjustments:

Adv. Rental Deposit : Rs. 1000 (What is this???)
NPC-INST. Charges : Rs. 500 (Is it required??)
INST Fee Broadband : Rs. 250 (This is OK)
Modem Deposit : Rs. 500 (what to do about this, since i asked for outright purchase)
Security Deposit : Rs. 500 (Broadband one month rental as security, which is OK)

Taxes : Rs. 126.19


TOTAL : Rs. 3147.00

Could some one please suggest whom to contact for billing clarification in Bangalore (Outer Ring Road, Belandur area). I called up the Bill Enquiry and Public greivance no.s , but no one is picking up

1. Advance Rental Deposit - Rs. 500 is for Voice and rs. 500 is for Broadband. This is Ok and fully refundable. Please preserve the copy of this bill.
2. NPC-INST Charges: No idea. Clarify from a personal visit to exchange.
4. Modem Deposit: Go to your exchange and tell them that you want to purchase outright. Pay the difference and get the record corrected. Also watch out for subsequent bills on whether they are charging the monthly rent (even after outright purchase).

With BSNL calling up does not work unfortunately - you must visit in person.
