Rep Power: 1 | There are lot of P2P soft and each one use any TCP/UDP ports to communicate with the other end. So creating a single access-list to control all these programs is impossible, What type of P2P soft do they use? Try to findout the port and block outgoing and incoming traffic on that port.

Rep Power: 2 | in your modem.. go to the virtual server option.. there you would find a list of ports with ip addresses. just delete those entries and save/reboot .. you may also want to change the router password so that your brother wont open those ports again

Rep Power: 1 | Access your modem through http://192.168.1.1 Goto Advanced Tab, underwhich choose filters or firewall option to block the specific ports. Limewire uses 6346 and also block all common torrent ports |
