usually BSNL too relies on modem details of SNR & Attn values.in your modem note down the values & then contact your local exchange telling them about your low speed problem & also mention the road construction activity.also tell them that you suspect something is wrong with line & tell them to check your line.

The JTO of my exch not aware of SNR and Attn values. He is about to retire and not at all conversant with current technology.

I did lodge a complaint with BSNL call centre 1500 - they sent linemen to check the telephone line and said (hoo boy) your phone instrument is not OK. Pls change the same. When I told them that I had no issues with phone line but with broadband speed and line SNR - they said the exchange would take care of that and vanished.....Probably they will just close the call saying- user phone instrument defective - adviced user to change instrument !!

most of the places the quality of BSNL cable is very poor and old. Hence SNR improvement practically may not be feasible
