What is the IP you have set in the network card
it should be part of the same sub net other wise you will not be able to open the 192.167.1.1, if you have not set the IP in the same subnet then try doing then and then access, set the IP as 192.168.1.5 and then try

    Subnet mask 255.255.255.0
    Default Gateway 192.168.1.1

    Preferred DNS server 192.168.1.1
    Alternate DNS server 218.248.240.23

you cannot use same IP address for 2 devices in the same network

Give unique IP address but in the same sub net , you can give one as 192.168.1.5 and the other one as 192.168.1.100 and then try that out also remove the preferred DNS address as 192.168.1.1 (this is your default gateway)
leave DNS blank, you don't need it when you are dealing with IP address directly

but its still better to have some DNS server as it is required for browsing unless you are going to ping each website and get its ip and access via ip

What i meant was as he was not able to browse and not able to even login in to his default gateway, DNS is not important, later on he can update it with the correct one

There may be some problem in your LAN cable. unplug it, clean it and then again reinsert it. This may serve your problem. Also check that your LAN card is enabled, in the network connection.
Another way to confirm is ping the ip 192.168.1.1 from command promt. if you get 100% loss then there is a communication problem in your LAN card.

Yes. I am very much sure that your LAN card of the machine has some fault (If you are not using Wifi) I think the machine that has problem is a Desktop. and if so, then kindly open the LAN card, clean it throughly and reinsert it. That may solve your problem. and if the the problem still remains then purchage a new LAN card. It costs only Rs 200 - 350/-. The technical thing is that your LAN cable has 8 wires. if 2 or three got connection it will show you proper connection but you can not access the internet. I faced this problem earlier.

ensure that you get an ip address first.. before you try pinging etc.. go to command prompt and type ipconfig and see if you are getting an ip like 192.168.1.x

Check if u hav enabled dhcp. If so then make the router take address automatically. Go to advanced sett >lan to enable dhcp.

You LAN card may be onboard or may be addon. The problem is with your LAN card. try to clean the pins of the LAN card in the hole where your LAN cable attached, with a soft cloth. I think this will serve your problem. Keep in mind that you are not the getting the Modem from your PC. (According to your ping result.)

in LAN TCP/IP properties in windows vista uncheck IPv6 & check IPv4 since vista uses IPv6 by default which is incompatible with XP.
