These values are not very bad but could be better - say 20+.
SNR values can be bad because of many reasons:
a) The fault usually starts from the main junction box.
b) The wires that connect your home to the junction box are often old.
c) The connections is usually a crude manual one - two bare wires twisted together and sometimes not even insulated
d) There could be leakage in bad wiring
e) Not having a voice/data splitter at the entry point of the home or a parallel phone connection before the splitter.
f) And finally, very long distance from the telephone exchange.
You can check if the wiring is faulty/old inside your home. If not, you should register a complaint on frequent disconnections.
