many users get 350KBps for a second or two but the avg speed won't be that much.by using simple calculation anyone can see that the avg download speed in the pic you posted above is ~245KBps.([95.779-47.416]/202 seconds=0.2394MB/sec=245KB/sec).

no of uses at night time should not affect individual speed because bsnl claims 2 provide 2Mbps bandwidth separately to each user. in maximum cases unusual speed drop results from faulty port. once bsnl restored my port, i m getting max 160kBps at night.
By the way, i should get 220kBps average.
but there is no one i can complain about my missing bandwidth.

You might have been downloading without any Download manager of Torrents.

After you click on save when a download begins, you must have been slow to type the name of file. so,you have seen so much of speed.

Now try this. try to download a 10MB file. When it asks for file name, wait a minute and type it. see the avg speed.

No. of users affect... cuz a single line of 2 Mbps of BSNL is shared by 50 users... That is share ratio is 50:1... If all 50 users start download at same time(very unlikely & hypothetical)... U can get speed as low as 40 KBps... a 2Mbps connection doesn't guarantee u a speed of 2 Mbps or 256 KBps... BSNL defines it upto 2Mbps...

Wanna know more... Take a look at FAQ of BSNL Broadband site... especially Q. 31...

i used to think so too but i talked to SDE of bsnl kolkata two days back. He was the one who confirmed my version. Then i had a chat with bsnl Chief tech advisor kolkata, and he also elaborated on the same topic.
i was getting horrible speed lately and was desperate, after a long and hard struggle i got to see those guys.the 2nd person also added that bsnl has got enough bandwith from NIB that they can easily provide 8Mbit connection. What they lack is free-ports. low grade wire is also a major prob in kolkata which contributes to unstable-link.
Anyway, they restored me with a new port the very same day(which was two days ago) and i m gettin good speed now.
Last night my average was 230kbps which maxed to 252kbps.

I was also worried about bsnl capping torrent speeds. But it turned out that they are not at all worried about capping bandwidth.

having said everything , i just wish that they were as truthful as they seemed to be and also that my current port remains functional for a long time.

    Thumbs up

You Should get at least 170-190 kbps with good torrents.
BUT best torrent links from private trackers fetches good speed=200-220kbps
