well then u have to stop DHCP and specify ip address to those pc's that u want to have internet.. and leave the rest of them. but then will they be able to interact with each other? hmm..
I want all the computers to interact with each other, but only selected computers to use internet.
As far as DHCP is concerned I enabled it and gave only few start ip and end ip add.
but it dint work
you have to use some software(like firewall) to block net access on selected computers.also give more details like how LAN is setup with modem/router/switches/hubs etc.
There is a software Internet Password Lock which can solve ur problem...

A commercial router has option to allow or block internet access using MAC ids. Even some home routers have the function. Check whether your router provides this funtion (from the user manual).
Another option is to install Windows Proxy Server and then you can control which computers get internet access.
