phone line is busy error comes up when you try to dial connection using windows from your computer while modem is set in pppoe mode/always on mode.in pppoe mode modem makes connection using your BSNL username/password stored in modem as soon as modem is on while in bridge mode you have to first turn on your computer & then manually connect to net using your BSNL username/password.

if your modem is set in pppoe mode & you try to dial connection from windows you will obviously get line busy error because modem is already using the line to make the connection & even if it is not connecting the line is busy.solution is either use modem in pppoe mode(recommended by BSNL)or use bridge mode.

to change to bridge mode simply edit the connection properties(name something like 0_35_)& change protocol from pppoe to bridged with rest of the settings same in your modem connection settings.after that you have to create a connection in your computer by using windows new connection wizard & then enter your BSNL username/password in the connection window to connect to net.
Is God willing to prevent evil, but not able? Then he is not omnipotent.
Is he able, but not willing? Then he is malevolent.
Is he both able and willing? Then whence cometh evil? Is he neither able nor willing? Then why call him God?
