Post Uploading is effecting my downloading

When I am downloading using the EV-DO from any server I am getting good speeds (60KBps average). But when I start uploading something my download speed is coming down very badly to 20kBps and sometimes to 10kBps.
Why is this happening?
It never happens like this with my wired broadband.
Till now I was downloading private torrents and did not face any problem but now when I started downloading public torrents the the seeders to leechers ratio is less so the upload speed increases and the download speed is coming down.
What can be the problem?

Do a speed test. Find out your download and upload speeds. Set the speeds in torrent as follows:

Torrent Download speed = 80% of your reported download speed
Torrent Upload speed = 30% of your torrent download speed

The speeds on my EV-DO card are not consistent .Though the average speed is around 500-600kbps the speeds keep varying from 100kbps to 1.2mbps.
So I cant set any particular upload or download speed limit.
Is there any way by which the speed limits change according to the present speed?

Download one torrent file at a time, If you are downloading a torrent file make sure you dont have any other torent file which is completed & uploading. just stop the downloaded file.

it works for me in BSNL,However with my Tata Photon i download several files at once(this works only with tata photon).

Is it for torrents that you require uploading files???
if yes then there are many ways of uploading without actually doing it :P

Yes I have to upload files mostly due to torrents itself.
I am getting good download speeds if I limit the upload speed for each torrent at 1kBps and universal upload speed at 3kBps.But in that way I am not able to maintain good ratios as I download mostly from private trackers. So I am ending up seeding for 2-3days in order to fulfill their obligations.
Generally upload speed does not effect your download speed in wired connections but why is it happening with the EV-DO card?

BSNL is on EVDO rev0 network, which has upload speed of only 166kbps. when u download something, at the low TCP/IP level, for each packet u receive, it will need to send a return ack packet. these ack packets consume some upload bandwidth.if your upload bandwidth is choked, then it will effect your download speed, as the peers from which u download will be waiting for the ack packets from you instead of sending u download packets.

i hope u got the concept. do a tweak test from this link
dslreports.com/tools
and change the window scaling off and selective ack on
