The number 4 point of yours, extra bandwith. How much do they charge for extra bandwith because as per according to me if we are going to see TV on our computer then it would eat a lot of bandwith.
Extra bandwith would cost a lot of money which is not a goof option. I think it would be good not to go with it till BSNL provides unlimited Bandwith for this TV service.
I read about the way IPTV providers are giving services.
Instead of broadcasting all the channels as in terrestrial, cable and satellite and choking all the bandwidth, it sends only one channel at a time. When user changes the channel, a nw stram of contnt is transmitted from provider's server to the viewer's STB.

the main problem of BSNL IPTV is limitation of channels
the bsnl guy told me they are giving 150 channels
