all postpaid services offer roaming facility in J&K. however, the presence of Reliance is limited within the State.
only prepaid services of other States are not allowed roaming facility.
if TATA CDMA coverage is good then roaming would also work.
however, if it is planned to visit interior places of J&K then gettng a BSNL connection is a better idea.

Yes it would be better to carry BSNL postpaid as BSNL coverage is good in the interiors of the state. I've used TATA postpaid and the coverage is good but i used it mainly on highways...

one more query - do i need to register/inform Andhra Pradesh Tata customer care that i m intending to travel to J n k ???

    OR

the roaming will start on its own once i m in J n k????

There is no need to inform tata customer care roaming will start automatically once you reaches the coverage area of TATA in J & K

Yups i've personally experienced roaming in j&k on my tata postpaid. but do remember one thing the battery of CDMA tends to drain very quickly when there is no coverage as phone is always busy in network searching so try to roam with fully charged battery and try to switch off the cell if you have to stop in an area where there is no coverage otherwise battery may drain in 3-4hrs
