Just like you don't have two Passports for one person.
If cloning of sim is made possible, it will be so much of a menace.
You are right mickey, but seems this practice allowed in other parts of world to have same number in car phone. Too bad it isn't possible with BSNL. I hope there are no restrictions on having two post paid connections to the same person. Any ideas on this?

Not possible , generally we assign the SIM number and MSISDN with the number allotted , it will make active the phone number for that particular SIM, now if we try to assign the same mobile number with a different SIM number the system automatically reject the first SIM,
i tried it from inside BSNL flexi software which is connected to each CCN from BSNL intranet
