Default BSNL voice STVs Rs88 and STV Rs54

BSNL are out with new voice STV's which are priced at Rs88 and Rs54, which would offer BSNL users a call rate of 50p per minute or 0.8p per second across India.
The STV 88 pack comes with a validity of 90 days and the STV 54 comes with a validity of 45 days. The option of the per second or per minute plan can be selected by the user and would be valid for local and STD calls. Users must be aware that these calling rates will not be applicable when on roaming.
BSNL users can avail these new STV plans from the 16th March 2015.

That is quite cheap, but how is it compared to other service providers? To be honest I have never really bothered about knowing what my call rate is, last time I remember the rate it was Rs1 per minute I think.
