If you want to do only a light surfing then you can use Mobile internet as It will be cheaper to you.Like in DOCOMO Rs. 50/month 2 GB free and speed 236 Kbps(about 25 KB/s). It is quite affortable.

If you want to download much, then go for BSNL 3G plans.You can even use your 3G enabled Mobile, if you have one.
