I would say that TATA Indica Turbo is the best small car. It is not really small as if you compared it is bigger then hyundai accent, Esteem and Honda City (leg rooms only) and also it has cheaper spare parts and service cost. So my recommendation would be TATA Indica.

Any diesel car is cheap to run. Like if you even look at Accent CRDi i would say that it is also cheap as has a average of 15-18 per liter which i think is preety decent average.

I have accent CRDi and it is cheap for normal running but it is a little costly when it comes to service. Like i pay around 4-5K INR per service.

Accent is a good family car or if you look at Santro then it is also a good family small size car and India is also great. These are some of the best cars i would recommend.

Note that diesel cars need a very expensive engine overhaul after 50K kms. Diesel cars also entail higher maintenance regularly. The diesel engine is designed for continuous, steady and long drive. Start-Stop driving taxes the diesel engine more. If you travel more than 40 km daily and that too non-stop, then diesel cars will work out cheaper. Otherwise the higher maintenance costs will compensate for the lower fuel costs.

If you are looking for a really cheap yet elegant city car, then Alto is the car. But if you are looking for bit more leg space and room, then Zen Estillo or Santro (also check out the latest Hyundai i10) is for you.
