Go to your BIOS and check if the onboard video memory is set to 128MB.

Hey don't worry, use this tool to check your video card -
    Download GPU-Z 0.3.4 - FileHippo.com

Where does the rest 64 MB go ?

And will it be able handle games which require 128 MB memory ?

Maybe not as well as XP, i guess the 64 to Vista's aero interface.

Are you indeed using Vista or facing the problem in XP ? And you are talking about integrated graphics or graphics card.

Hey man you will not be able to play any game one this graphic adapter........(2d game will do fine)........
Install latest driver & check again........
Windows VISTA dedicate more system memory to graphic so that's why it is showing 64 MB..... you got it.....
