I don't know about the first two have to look into it, but I think you should only consider the 3D if you would really watch 3D. If you did I don't think it would be good enough on a 27 inch monitor.
The question stands between the LED IPS panel (HD) vs LED (HD).

Is it really worth getting a 3D 27 inch monitor? It maybe but I personally think it isnt worth it. If your living on your own and want it for entertainment purposes then it sounds ok to get the 3D TV, if you living in a family then I think its beter to be without the 3D, and if need be get a bigger TV something like a 35 inch and above.
For browsing purposes I think a normal LED is fine.

Note that 3D monitor will require 3D glasses. There are two types of 3D technologies - active 3d and passive 3D (for details read the C|Net article). Visit I doubt whether 3D monitors are available in 27" size. 3D technology is more in TVs rather than monitors and there are very few 32" 3D TVs. I will not recommend 3D monitors, at least not yet. There are some 3D games and perhaps you can watch some 3D videos but that is about it. Lastly, to enjoy immersive 3D, you need a minimum of 46" TV and that is the bare mimimum, sitting away at 8 feet. At too close viewing distance, you will feel the crosstalk, see jagged edges, feel heache, etc.

My advice: understand 3D first before buying. I undertook 6 months of research (and a 2.5 years wait) before I purchased my TV. No, budget was not the issue; I wanted to be absolutely sure that I will have no regrets later.

There are two main panel technologies in LED: Vertical Alignment (VA) and In-plane switching (IPS). There is one more called Twisted Nematic (TN) panel and these are used in the cheapest monitors and not very popular. The topic is too elaborate to discuss. I suggest that you google the terms and understand the technology. In short:

VA Panels: Have better contrast, more vivid colour reproduction but strong colour shift off center, low angle of view
IPS Panels: Very wide angle of view, low contrast, near zero colour shift in wider angles

For a computer monitor, it does not make much difference - IPS vs. VA but IPS is better and more expensive too. Note that more expensive is not necessarily better. On a TV, I would prefer VA panel for the high contrast and black reproduction. Samsung uses S-PVA panel, a derivative of VA whereas LG uses IPS mostly.

There is no clear winner. But you should choose a panel with low response time - 4ms or lower. My own is Samsung T-190 19". It has resolution of 1440x900.
