the same message indicates that you already tried on the said site. perhaps no point of multiple posting as the solution was provided there.

However
check whether the files concerned are marked read only? and also try to clean the entire program files folder with a good antivirus /malware / worm cleaner that you might have.
In some such cases, i stop using the word 'shortcut' and pick up the word from within the program files, then it used to work. Similar effect i had even with Googletalk shortcut where the messages indicator disappeared on using desktop shortcut.
