There is simply not enough on Blocking tools on this forum & many misunderstanding on it. This doc will help in removing them & understanding the functionalities of these tools. First of all it is available under GNUFDL License FDL 1.3.

Do IpBlocks only prevents in p2p sharing?
No, not unless you are using there lists only on torrent clients but that is another matter.
How do they function ?
Well ,there functioning is quite simple. They maintain black lists like level1.gz, edu.gz ,spyware.gz etc which are updated constantly.
Why should I use it ?
1. They save you from sites & organizations like RIAA ,MPAA , which monitor which files you are downloading from the p2p networks.
2. They also save you from the sites which give & distribute infected files having viruses & Trojans.
3. Can save you from sites which install spy ware.
4. Can also be use as firewalls. ( I don't recommend ,you should install & setup firewalls also because they perform many other functions like encryption of info you send on net.)
5. Firewalls generally don't block sites verified by authority like Verisign which some of anti p2p sites have & thus they can get info from you. Using this prevents that.
6. If you are living in a country whose agencies moniter you & you live under the fear of them & can't exercise your right to speech. Just search the list or help in making of one & distribute. (But no one can claim they are never 100% safe but your firewalls are also not 100% safe but you use it.) This use is still to be brought in full use but these lists do block Ips addresses like some worst spy agencies sites.
6. There are many advantages just google it. Bluetack is a good sires on it.

Ok, what are these tools?
For windows & Mac OS X user:-
1.PeerGuardian 2 : An opensource software from Phoenix labs for windows platform & mac OS X users. Only RC1 is currently available for Vista.
Music fans swapping songs on-line are fighting industry efforts to watch and police what they do. - BBC ( on Peer Guardian).
NOD32 had classified the PeerGuardian as a general malware but remove it from that list. Another muscle twisting from powerful pro copyright industries.
2. Protowall : A close source from bluetack.This is not available for 64 bit windows platform & mac OS.
For Unix based OS except Mac OS X
1.iplist ( a command line based utility ).
2.IpBlock ( I use this & it is GUI based ).
3.Moblock.(Nearly same as above).
Can I prevent ISP & others from seeing what I am downloading?
Yes , but not what you are doing.
Sometime your ISP can throttle your speed that's why you should always enabled or forced (you should check in downloading files which has more speeds but it is safe to use the forced option nobody don't knows when you get unlucky. Forced option can increase or decrease speed (rarely)) the encryption & decryption stream option in torrent clients. As anyone with knowledge of sniffing can monitor what data you have downloaded. Thats why the info related to passsword are mostly encrypted. But encrytion don't hide your identity which is IP address & what are you doing but they hide data & there are many legal torrents ( like FreeBSD DVD's torrent) ,that's why no one can claim what you are doing is legal or illegal. No one can prove what are you doing ( well , unless you foolishly go & confess to them).
Note : Some people mistakenly thinks that this is beneficial for only stopping the throttling of speed which is wrong as we have seen that data stream are encrypted which prevent ISP & others from knowing what you are downloading.

Unix based user can use deluge and Vuze ( but it had been complained by some of using more memory) ,both of which provides most of the functionalities.
I know that these encryption are easy to break as they use 80 bits encryption only but no one can moniter so much data & at the same time decrypt it according to me ( I may be wrong in this !). They should have gone with AES but it consumes more CPU time but in 3-5 years this will not be a factor , and hopefullly we will see more stronger encryption.
