that list actually has nothing to do with JUST indians. Its comprises of commonly used site by workers, which result in productivity loss in companies thats all.

however its always better to use a white list than a black list.

Most of the popular websites are in this list. But it's not complete.

Every day new list are made of proxies. Every day a new sites open of crackers ( they generally have ip not names). So that list is dud tommorow.

Yup, with the free availabilty of opensource scripts like glympe and phproxy... Anyone can create them easily..
