Not clear. You can set your home page in all browsers.

In Google Chrome, Options > Basics > Open this page

In Firefox, Tools > Options > Main > Home page

If the users use their own laptop in your cafe you cannot
    do it.
If the computer/s desktop or laptops under your control in the cafe
, as Adminstrator, follow advice above.

usually many set Google search page as HOME page/or blank page..

I don't know either, but I was thinking, this is the sort of thing that happens in cafes, etc, where you have to get past an authentication page and, if not free, your session is timed, and times out.

While writing I had an idea! Google internet cafe software

Looks like there is quite a range, and some of it is free even.

    Looks like just what's wanted.

Customers cannot escape something that is on the WAN side of the router.

One rewuirement, of course, is to have a separate modem/router on the ADSL connection side, and a wireless router with rj45 Ethernet WAN side.
