Thread: Which is the Best Website banner creation tool?

i don't know if it's the right place to post the thread. I was wondering, which is the best banner creation tool available for an amateur web developer? I have been hearing a lot about Adobe photoshop, can you create banners and even animated images from it? Any inputs on this......????

For animated banners Swishmax is the best and user-friendly too.
