As the topic says! Is it illegal, will someone be prosecuted?

There is no rule stating actions such a masking. You can be prosecuted for illegal activities after masking, not for masking.

Dilip is correct, after all why will they worry about someone's anonimity if you don't trouble them.

IP masking is generally not considered to be a felony however indulging in illlegal activities like hacking , sharing of copyright protected music and videos can add to a valuable reason to be prosecuted if you are caught using IP masking.
