Delete the BMP picture about 1.6 MB.
( Many users are on limited d/l plan )
    see mine barely 12 KB.
    urioi.exe.jpg
It could be part of an application you had deleted.
    Run ccleaner from filehippo.com
    or possibly a malware file.

Which ISP? On dialer mode ? In which Browser?

    Solution :

    Click [Start] [Run] [Command]
Type the following and then press Enter after typing each one:

    cd\windows
    copy regedit.exe regedit.com
    start regedit.com

Navigate to and select the following key:
    HKEY_CLASSES_ROOT\exefile\shell\open\command

Double-click the (Default) value in the right pane.
Delete the current value data, and then type: "%1" %*
    (ie., type the following characters:
    quote-percent-one-quote-space-percent-asterisk.)

Exit the Registry Editor and restart Windows.

    @NRN_Kill
Thanks on behalf of many IBF users.

    1.
You can also check the applications at start up, which appear in the Task Bar.
Disable one by one and see.
    2.
    REGedit : Back up Registry
    or create System Restore POINT.
( This is warning to newbies: Please Ignore if you are an expert )
    3. Start System/ Press F8
    select SAFEmode with internet connection.
    try the dialer.
Does the error message appear ?
    Feedback please.
