To play GTA4 maxed out, you need the 1GB variant and a Quad core PC with 4GB RAM.
wow can i maxx out at athlonII x3 435,2 gb transcend 800mhz?and how about crysis?
HD 4850 can smoke crysis in high settings in ur 16" screen, i use to run crysis @ 1400*900 all High no AA and in medium shadows...
i get nearly 35 to 45fps constant and i use to run it on my AMD athlon x2 5200+ and 4gb ddr 800mhz and win7 64bit and my sweet old Radeon hd 3850 512mb Gddr3...
as far as GTA4 u can run in ur max resolution and in setting u should lower a bit by keeping every thing inside 10...
save some money and get a 2gb stick, it will come in handy..
Use the latest catalyst 10.3 and dx feb2010...
Have a Pure 450w to 500w smps or u may burn ur smps which it came with ur cabine...
Note:
Games which has Nvidia Physx on it will give bad framerate in Radeon cards...

Which psu to go for?is corsair 400w or gigabyte 460w(both are under my budget)are ok for my spec?athlon x3 435,2 gigs(may be addind 2 more gigs)ram,2 hdds, and an optical drive.

If u r looking to add a extra graphic card go with a 550w psu...
My HDD is WD Caviar Green. Specs are 2 TB, SATA 3 Gb/s, 64 MB Cache. It's really good for my line of work but my kids want to use the PC for gaming as well. I like it because it's eco-friendly.
