what happened?from 1lakh+ rig to below 15000.anyway here is a recommended config for the range you mentioned:
Processor AMD Athlon II X2 250 2800
Motherboard Asus M4A78LT-M LE 2600
RAM kingston DDR3 1000
HDD Seagate 500GB 7200.12 1700
DVD Writer LG 22X SATA DVD 900
PSU any cheap generic 600
Case Zebronics Bijli (w/o psu) 1000
Monitor LG-LED 16"-E1600 4000
Mouse Basic Optical Mouse 100
Keyboard TVS Champ Keyboard 200
UPS Numeric 600VA 1600
total is 16500 which is a little more than your budget but it is a very good config for the price.you can use amd sempron processor @2.8GHz for 1700 but it is single core processor which is really outdated.

A monitor will cost you atleast 4k. Dell E1609W for 4k or Samsung B1920N for 6k.
