Does OS, and RAM affect buffering?

YouTube videos ? I think NO.

I am using 512Kbps speed connection.
Even then videos are buffered ( You tube/ Flash etc ).
RAM/OS should not matter.
connection: 1 Mbps may be a compromise.
Skype video/voice no problem.

no way a good quality internet works well even 512kbps is good
