So if that is true, broadband is not really broadband in India...
What do you think? Should the broadband criteria be updated to stipulate the minimum speed as ... 1 mbps? or two?

So, India appears to be a knowledge-based economy without the infrastructure. The IT infrastructure is not great in India, though IT from India has made its presence felt the world over.
Maybe Indian Railways will use a substantial network of fibre cable deployed alongside its railway lines (which are its property, so it does not have to seek so many approvals from so many government bodies)...and will make this speed reachable to the end-user, but how will it cover that last mile is the question - see http://www.railtelindia.com/networks/network.htm ?
