I suggest that you look at pre-paid plans. Note that there will be installation charges (which will be lost) and deposit (which you may have to struggle to get back).

I will not be able to say.

Also, BB providers are vary a lot depending upon locality (even in the same town).

BSNL does not provide pre-paid plans.
