i have BSNL BB, when i download any foreign torrents like eng movie or softwares i get speed of 250Kbps but when i download any indian movie the torrent works at hardly 25 Kbps and when i try to continue it next day it doesn't start the whole bar dispalys red, why?? and is there any solution??

It depends how many people are seeding and the number of peers there are for the torrent you are using. For those torrents which you get slower speeds there may be very few people seeding it as opposed to those ones that download very fast.

Select a torrent with enough seeders. Try private trackers. If it is showing red, it means nobody is uploading the files.

You are getting low speed because either the seeders are less, or their speed is less.

Many foreign user using seedbox. because for the ratio rules of the private site. If you downlod torrent from a private site you allwase get maxium downlod rate. Because seeder are using the seedbox. In private site there is no problem with the number of seeder. If only one seeder is there and seeding through the seedbox then we can get the maxium downlod speed. Every seedbox have minium 100/100Mbps speed there is also available 1000/1000 speed. I was the user of 100/100 Mbps few months ago. Other things is that the foreigner user have very fast internet connection. There uplod speed very good but not like seedbox but we can say it almost good.
In Indian torrent the seeder using the Indian Home ISP. The seeder not using Dedicated Server or the seedbox. Thats why the downlod speed is low.
But there is some few Indian Private torrent site where the seeder are using the SeedBox or the Dedicated Server. Some of the name are desitorrent and bwtorrents. The seeder there using the seedbox so the indian ISP user getting the maxium downlod speed from their isp even some user from foreign who leave in there getting 3MBps downlod speed from this Indian torrent site.
Today the torrent downlod speed not depaind on the number of seeder. If there only one seeder and seeding through the seedbox then there is no problem. Thats why the Private Uploder using the Dedicated Server or the seedbox because when the first torrent is created and posted on the private site there is only one seeder and many leecher maybe higher then 100. But they are getting good downlod speed.
