If severe punishment can stop crime ancient systems would have no crime rate at all. It is wrong to think like that. Severe varies from person to person and for those criminals at least we should bore their eyes to call it punishment. It is not the punishment but law enforcement that should be severe. We do not see an increase in crime rate after the death penalty was reduced to rare cases. Those do those crimes will do it even if the punishment is severe or not. They have methods to evade the system. If we make punishments harder innocent people will be falling prey to such things.
I am not arguing for no punishments, but for a better system and law enforcement.
The act of policing is, in order to punish less often, to punish more severely.
