For video chatting I would suggest you get a connection with speed atleast 256kbps and get any cheap webcam for 700-800rs coz thats all you need.
Skype is pretty good for video chatting and is free aswell.I have been using skype for video chat for more then a year and never had a problem and it works fine with a 256kbps connection. If you can afford a 512kbps connection that will be a plus and will take care of any lag which you might get with a 256kbps connection.

For just voice I have had experience with skype on a 64kbps sify connection and skype still rocks with hardly any lag.Google talk is also an option.

A 128kbps connection is alright for video but you might experience a bit of lag some times when the networks are congested.
Your question is not very clear to me can you rephrase please.

I have taken 128 kbps internet connection after asking this question.

i.e from the local service provider

Just i want to use voice chat and video chat for that what is the minimum speed i required.

Now the internet 128kbps is coming around 60 to 70kbps speed.

is this enough. and what are the good application for these voice chat and video chat which will work at low speeds also.

thank u for responding with the positive results

The speed you are getting with your 128kbps connection may not be enough for video to work without any lag but I am sure voice will not be a problem with an exception of a slight lag here and there.

I normally use skype for voice and video which is known to work well with lesser speeds. If you want just voice then gtalk would be very good as it works very well with low bandwidth connections.

Is it possible for any free application.... so that i can only do video transmission.. instead of voice chatting???? I think that will take a low bandwidth...
