It seems that the RBI has ordered all the banks to make it mandatory to not charge any service charges for using your atm or debit cards across the other banks. Hence from next year onwards you don't have to the pay nominal charge that was being levied when you other bank's atm's and hence will be free.

Now using to check your account balance with other banks is free from this month onwards.
