Bandwidth monitors are not 100% accurate to begin with and Hathway is not a local cable operator who would play dirty with customers. Yes there is a possibility that their usage accounting got messed up but there is not much you can do unfortunately apart from raising a complaint with them by providing as much detail as you can.

I have always advised members to get an unlimited connection if they can as room for foul play or mistakes just wont be there hence no more such complaints. I am sure Hathway would look into this matter for you with great detail as no company likes to lose customers.

Use reliable bandwidth monitor. You should also report the matter to hathway and see what they say.

Do not think that hathway will reduce speeds only when your defined limit gets over. They will reduce speeds whenever they want.

They purposely reduce the speed to 128kbps - 256kbps on Saturday, Sunday and on public holidays. Even if you are using 5 mbps connection the speed still drops to 128kbps - 256kbps, which is not even broadband. Even after complaining they refuse to accept the problem. No such thing is mentioned in their fair usage policy that the speed will be reduced to 128kbps -256 kbps on weekends and public holidays.

Even the daily speed is not consistent through out the day. hathway has wrong ethics. They purposely reduce speed to save on bandwidth which is not acceptable. This is cheating.

Complains to their nodal officers fall on deaf ears.
