Default Microtek inverter - excess voltage

I have recently purchased a Microtek 850EB Inverter. The manual says: "Output voltage on UPS mode = 200V - 230V +/- 10%". However, the output voltage is actually measured at 274 volts using an ordinary electrician's multimeter.

    The technician says

    (a) ordinary multi meter will show higher voltage, but that is no problem. (He says, the difference is due to the sine & square wave forms - frankly, I don't understand this.)

    (b) that the voltage will reduce if I 'load' the inverter. I am using a computer and some lights and fans and even when all these are loaded, the output voltage still shows 274 volts. (A switch on to the inverter produces increased fan speed when power fails).

I had sent an email to manufacturer warning that if the excess voltage causes problems to my equipment, they will be held responsible. They very irresponsibly directed me to contact their regional office in Kochi, and these people very casually repeated the above. I have requested their representative to come and check the inverter and I am still waiting.

My question: Is this output of 274 volts normal (even when the manual says the output voltage should be within 200-230 volts range). And will this excess voltage damage my UPS/computer and other equipment? If so, what are the remedies and what action should I take against the manufacturer?

Hope to receive helpful advice. Thanks.

274V is not normal - sine wave or square wave. Output voltage must be within specified limits. If the voltage is 274V, there is a danger of appliances being damaged permanently.
