The Indian army has retracted its words of allocating its spectrum in a phased manner. Spectrum allocation is crucial for newer service providers to start their operations in India. The existing operators were also waiting for the move from the Army as they were planning to request additional spectrum for a price. Army is of the stance that they might release the spectrum only after BSNL finishes building an alternate network for them to communicate. BSNL has promised to complete the alternate network by 2011.
