Rebate in rent for delays in repair of fault

Did you guys know that you can get rebate in the rent in case of repair of fault in your telephone. I never knew about it. I just came to know about this when I was listening to a AD (Jago Grahak Jago) in between the radio commentary.

In case any fault in respect of fixed line is not repaired within 3 days rebates in rent should be given as follows:

• Faults pending for >3 days and <7 days: Rent rebate for 7 days.
  
• Faults pending for >7 days and <15 days: Rent rebate for 15 days.
  
• Faults pending for >15 days: rent rebate for 1 month.

Suppose my phone/broadband is not working for more than 3 days, how/whom should I approach to avail the rebate ?

For me in April 2008, the landline was dead for whole month. When spoke to the guy in the exchange, he told me to write a letter to the nearest BSNL customer care asking for rebate in the rent. & I did so & got the rebate in the next month bill.

My Airtel phone line and net were dead for one week(due to digging) and I wrote them a mail for a rebate and they agreed.
